Supreme Court order to end hassle of National Identity Card in public service

Kathmandu- The Supreme Court has issued a three-point directive order in the name of the government, dismissing the writ petition filed against the government’s decision to make the national identity card mandatory in a phased manner.

On 24 Jestha, 2081, the government had decided to make the national identity card mandatory for renewal of social security allowance in 28 districts from 1st Shrawan in the first phase. In the second phase, it had decided to make the national identity card mandatory in 38 districts from 1st Magh and in all the remaining districts from 1st Shrawan in the second phase. Five writ petitions were filed in the Supreme Court against that decision. The Supreme Court, putting all the writ petitions together, issued the order by a full bench of Chief Justice Prakash Man Singh Raut, Justice Abdul Aziz Musalman and Nripadhwaj Niraula.

The Supreme Court has ordered the government to expedite the distribution of national identity cards at points near the citizens’ residences. In the directive order, the Supreme Court said, “The hassle, inconvenience and difficulty faced in the delivery of public services due to the lack of a national identity card should be ended.”

Court has ordered the establishment of stations for the collection and distribution of national identity card details in public service delivery bodies.

The Supreme Court has ordered the scientific recording of national identity card details to prevent unauthorized use or misuse of personal information. The Supreme Court has also ordered the National Identity Card Management Information System and other bodies that provide services using the National Identity Card or Identity Card number to conduct a security audit and secure the electronic details of individuals. The Supreme Court has also ordered the development of policy, legal, and structural arrangements to ensure the protection of privacy.

Protest at Maitighar against decision to make national identity card mandatory

Kathmandu – A protest has been held at Maitighar in Kathmandu under the leadership of the Nepal Information Technology Society against the decision to make national identity card mandatory.

The participants in the protest said that the national identity card should be stopped making mandatory as it is the national identity card that is destroying the future of Nepalese providing all information about its citizens to foreigners.

They said that it is time for all Nepalese to unite and speak out against the national identity card, and they displayed placards including “Abolish the national identity card, Establish cyberspace sovereignty “.

National Identity Card mandatory to receive Social Security Allowance

Kathmandu – The government has made the national identity card mandatory to receive the social security allowance starting in January.

According to the National Identity Card and Registration Department, the National Identity Card and Registration Department have revised the decision to require an identity card from July to receive social security allowance and increase it to be implemented from January .

To implement the decision, the department has sent correspondence to the respective local levels of 66 districts to renew the social security card by January and the biometric of the identity card should be submitted.

Those who have already received an identity card or its number will have to compulsorily apply biometrics while renewing their Social Security Allowance card.

If there is no identity card or its number, the concerned person should self-declare that he did not take a photo and give biometrics for the identity card or that the number is lost. According to the department, self-declaration has been made mandatory because there is a possibility that they can get double benefits by deceiving the local authorities even if they do not have an identity card number.

According to the department, identity card details of 1 crore 51 lakh 79 thousand 515 people have been collected. Regular information is being collected from the district administration office, area administration office and some local levels of 77 districts. More than 47 lakh identity cards have been distributed.

More than five billion has already been spent on the purchase of ID card software, ID card printing, staff mobilization, and machine purchase. The Department said that despite spending a huge amount of money every year in the name of identity card, it is not being implemented, but now they are trying to make it mandatory by publishing a notice in the gazette.
