Congress and UML Move to Initiate No-Confidence Motion Against Deputy Speaker

Kathmandu -The UML has called an emergency parliamentary party meeting on Tuesday morning, with discussions expected on filing a no-confidence motion against Deputy Speaker Indira Rana.

At the same time, the Nepali Congress has convened a meeting of its central committee. Immediately after the meeting, the party has summoned its lawmakers to Singha Durbar.

According to sources, a preliminary understanding to remove the Deputy Speaker for not acting according to her position was reached during a meeting on Monday evening at the Prime Minister’s residence in Baluwatar, which included leaders from both Congress and UML. Participants included Prime Minister KP Sharma Oli, Congress Vice President Purna Bahadur Khadka, and Home Minister Ramesh Lekhak, among others.

Both parties allege that Deputy Speaker Rana has failed to perform her duties according to official conduct. Sources also report that signatures are being collected from Congress and UML lawmakers to support the proposal for action against the Deputy Speaker, with some lawmakers having already signed as of Monday.

Earlier, a complaint against her was filed with the Parliament’s Good Governance Committee alleging that Deputy Speaker Indira Rana magar misused her position and recommended visa interviews to non-parliamentarians at the American Embassy in Kathmandu.

Complaint against the Deputy Speaker to the Parliament

Kathmandu – Arjun Baskota of Bhaktapur filed a complaint with the Parliament’s Good Governance Committee alleging that Deputy Speaker Indira Ranamar misused her position and recommended visa interviews to non-parliamentarians at the American Embassy in Kathmandu.

In the complaint, it is also demanded that the Deputy Speaker be investigated and removed from the position. Chairman of the committee, Ramhari Khatiwada informed that a complaint has been filed against the Deputy Speaker and said that he has informed the Speaker Devraj Ghimire that it is necessary to discuss it.

It was made public that Deputy Speaker Rana had misused her position and written a letter to take five people to America. The 67th session of the United Nations Commission on the Status of Women was held in New York, USA. The Deputy Speaker, who was going to participate in the same event, started the process of bringing 4 men and one woman who were not related to the women’s rights campaign with her.

Petition in Supreme Court: Demands to vacate the post of Speaker and Deputy Speaker

Advocate Kishore Paudel, Anupam Bhattarai, Jagannath Dulal and others have filed a writ in the Supreme Court, demanding to vacate the posts of Speaker and Deputy Speaker of the House of Representatives.

According to the provisions of Article 91 (6) (a) of the Constitution, the petitioner demands that the posts of the Speaker and the Deputy Speaker should be vacated as their posts remain in place until the day before the filing of nominations for the next election to be held for the House of Representatives.

They claim that since the parties have submitted a closed list for proportional MPs, retaining the posts of Speaker and Deputy Speaker is against the constitution. It has been demanded that service facilities should also be stopped until the final decision of the petition is made, as it will be an extreme misuse of resources if they remain in the post .

In order to prevent the Speaker and Deputy Speaker from abusing the resources and services received by the State until the end of the petition, an interim order should be issued in the name of the opponent in accordance with Rule 49 of the Supreme Court Rules, 2074 to prevent them from using the services provided by the State while they are in that position. ‘, the petition demanded.

Pushpa Bhusal elected for the post of Deputy Speaker

Pushpa Bhusal has been elected for the position of Deputy Speaker of the House of Representatives.

Pushpa Bhusal, who received 148 votes out of the total of 242 MPs present in the Parliament, has been elected to the post of Deputy Speaker by the majority of the existing members. There were 93 votes against Bhushal and one vote in favor of not voting.

Election for the post of Deputy Speaker being held today

Voting for the post of Deputy Speaker of the Federal Parliament (House of Representatives) is scheduled at 3 pm today.

Pushpa Bhusal of Nepali Congress and Bidya Bhattarai of CPN-UML have registered their candidature for the post of Deputy Speaker, which is vacant after the resignation of the then Deputy Speaker Shivmaya Tumbahangfe.

Based on the current number of 271 MPs in the House of Representatives, it seems that a majority of the existing number, i.e. 136 votes, is required to be elected as the Deputy Speaker. In the ruling coalition, there are 61 MPs from the Nepali Congress, 40 from the Maoist Center, 23 from the United Socialist Party, 20 from the Janata Samajwadi Party and 1 from the Rashtriya Janamorcha, while there are 98 MPs from the CPN-UML.

Vidhya Bhattarai’s candidature for the post of Deputy Speaker from UML

Vidya Bhattarai has registered her candidacy for the Deputy Speaker of the House of Representatives on behalf of the main opposition party CPN-UML.

Whip Shanta Chaudhary and MP Krishna Bhakta Pokhrel has supported her candidature.

After the nomination, the final list of candidates will be published today at 1:30 pm and the election will be held tomorrow at 3 pm.

Demand of Congress MP to dismiss the post of Deputy Speaker

Speaking at a meeting of the House of Representatives, ruling Nepali Congress MP Amaresh Kumar Singh has demanded the removal of the post of Deputy Speaker.

Even when the post of Deputy Speaker has been vacant for a long time, the political parties have remained silent on the issue of selection of Deputy Speaker. He said that it is better to dismiss the post which has been vacant since 2076 BS.

Pursuant to Article 91 (2) 1 of the Constitution, there is a constitutional provision that the Speaker and the Deputy Speaker should be of different parties and of different genders.
