President Paudel ends National Assembly Session

Kathmandu — President Ramchandra Paudel has officially ended the ongoing session of the National Assembly based on the recommendation of the Cabinet meeting held on Monday evening.

In line with Article 93 (2) of the Constitution of Nepal, the session has been concluded effective from Tuesday midnight. With the House of Representatives already dissolved and the National Assembly session now closed, the government has been cleared to issue ordinances.

Civil Service Bill Passed by National Assembly’s Legislative Committee

Kathmandu – The Federal Civil Service Bill has been passed by the Legislative Management Committee of the National Assembly.

The committee, which met at 8 a.m., read the full draft of the bill, discussed it, and approved the report.

The bill had earlier been passed by the House of Representatives on 14 Ashad and forwarded to the National Assembly. The National Assembly had sent it to the legislative committee for detailed discussion.

The bill, approved by the committee, is expected to be passed in today’s National Assembly session before being sent back to the House of Representatives.

House of Representatives meeting postponed for 10 days

Kathmandu – The House of Representatives meeting has been postponed for 10 days.

Concluding the meeting on Friday, Speaker Devraj Ghimire has informed that the next meeting will be held on 19th Shrawan at 1 pm.

Agenda of today’s National Assembly meeting

Kathmandu – The National Assembly meeting is scheduled to convene at 1:15 pm today.

In today’s meeting, the possible agenda has been set for Minister for Federal Affairs and General Administration Bhagwati Neupane to present a proposal that the ‘Federal Civil Service Bill, 2080, received with a message from the House of Representatives, be sent to the Legislative Management Committee for clause-wise discussion.

Similarly, Home Minister Ramesh Lekhak will present a proposal that the ‘Nepal Citizenship (Second Amendment) Bill, 2081, received with a message from the House of Representatives, be sent to the Legislative Management Committee for clause-wise discussion.’ The concerned minister will answer the oral questions related to the Ministry of Physical Infrastructure and Transport and the Ministry of Home Affairs.

The meeting of three committees under the House of Representatives is also being held today. The agenda includes meetings of the Law, Justice and Human Rights, Women and Social Affairs, and Education, Health and Information Technology committees. The Law Committee is scheduled to discuss ‘the Universal Periodic Review with the National Human Rights Commission’.

The Women and Social Affairs Committee has an agenda to discuss ‘the current situation of female workers employed abroad’. The Education, Health and Information Technology Committee has an agenda to ‘discuss with the amenders on the Media Council Bill’. The same bill is being discussed continuously in that committee.

43 MPs submit amendment proposal to Civil Service Bill

Kathmandu. 43 MPs have submitted amendment proposals to the Federal Civil Service Bill.

The amendment proposal has been submitted to the bill that was passed by the House of Representatives and then reached the National Assembly.

After it was revealed that there was a glitch in the cooling period system of employees when it was passed by the House of Representatives, it is pending in the National Assembly.

The 7-member Parliamentary Special Investigation Committee formed to investigate the glitch in the cooling period system in the Federal Civil Service Bill was announced by the House of Representatives.

The committee included Sushila Thing, coordinator of Jeevan Pariyar from Nepali Congress, Ishwari Gharti and Narayan Acharya from CPN-UML, Madhav Sapkota from CPN (Maoist Center), Ganesh Parajuli from the National Independent Party, and Roshan Karki from the National Prajatantra Party.

The bill was passed by the parliament with provisions different from the provisions passed by the State Affairs and Good Governance Committee. The inquiry committee was formed after both the ruling and opposition parties concluded that the bill had been tampered with.

After it was found that the cooling period had been tampered with, lawmakers from various parties had demanded an investigation and action against the culprits.

Agenda of today’s parliamentary committee meeting

Kathmandu – Today, a meeting of five different committees of the Federal Parliament is being held.

Kathmandu – Today’s meeting of the House of Representatives under the federal parliament will be held at 1 pm at the Parliament Building, New Baneshwor.

House of Representatives meeting : Agenda for today’s meeting

Kathmandu: The second meeting of the House of Representatives under the winter session is being held today. The meeting will begin at 1 pm at the Federal Parliament Building in New Baneshwor.

MP Narayan Dutta Bhatta collapses during National Assembly meeting

Kathmandu – Nepali Congress MP Narayan Dutta Bhatta, who arrived at the National Assembly meeting while it was in progress, collapsed during the meeting.

Bhatta, who suffers from high blood pressure and diabetes, had also registered to speak in today’s meeting. After he fell unwell, National Assembly Speaker Narayan Prasad Dahal gave time to Congress MP Bishnukumari Sapkota to speak in his place.

He is currently undergoing treatment at the National Assembly’s health room inside the parliament building.

Federal Parliament’s winter session begins today

Kathmandu- The winter session of the federal parliament is set to convene at the International Convention Centre, New Baneshwor, at 1:00 PM today.

This session is also regarded as the “bill session.”The Federal Parliament Secretariat has released the tentative agenda for both Houses. According to Secretariat Spokesperson Ekram Giri, the agenda includes the Speaker reading various letters from the President, including one regarding the commencement of the session.Additionally, as per Rule 10 of the House of Representatives Regulation, 2079, the Speaker will nominate a member to chair the meeting. Lawmakers will also deliver statements on behalf of their respective parties, following established practice.

Prime Minister KP Sharma Oli will present the Ordinance to Amend Certain Nepal Acts Related to Promoting Good Governance and Public Service Delivery, 2081. Similarly, Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel will introduce the Ordinance on Financial Procedure and Fiscal Responsibility (First Amendment), 2081, the Ordinance on Privatization (First Amendment), 2081, and the Ordinance to Amend Certain Nepal Acts Related to Improving the Economic and Business Environment and Investment Promotion, 2081.

Meanwhile, Minister for Land Management, Cooperatives, and Poverty Alleviation Bal Ram Adhikari is scheduled to present the Ordinance to Amend Certain Nepal Acts Related to Cooperatives, 2081 and the Ordinance to Amend Certain Nepal Acts Related to Land Management, 2081.The Speaker will also table various condolence motions. Additionally, the National Assembly agenda includes the presentation of the Media Council Bill and the report of the Committee on the Renewable Energy and Energy Efficiency Bill, 2081.

HoR approves the parliament’s winter session schedule

Kathmandu- The Business Advisory Committee of the House of Representatives has approved the calendar of the House of Representatives for the winter session.

The committee meeting held at Singha Durbar on Tuesday approved the calendar prepared by the Parliament Secretariat with changes. UML Chief Whip Mahesh Bartaula informed that top leaders will address the first meeting of the parliament on Magh 18 and the ordinance will be presented for decision in the meeting on Magh 24.

He said that the replacement bill will be presented by the government within a few weeks. He said that the ruling party is serious about presenting as many bills as possible in the upcoming session of the parliament and achieving a quorum in the house.

Similarly, Maoist Chief Whip Hitraj Pandey informed that the agenda has been prepared to move the house forward smoothly. He said that in the meeting, they raised the issue of bringing the ordinance of the bill that is under discussion in the parliamentary committee.

He also informed that they protested after the Congress said that the country would now be run through an ordinance in the meeting.

Similarly, Congress Chief Whip Shyam Ghimire clarified that they did not say that the country would be run through an ordinance, but rather that an ordinance would be an option if the law could not be made in time.

He said that the Maoist whip had exaggerated the issue that the delay in making the law prompted the government to bring an ordinance.He said that the Congress is of the opinion that the law-making process should be followed by making a schedule.

He said that the ordinance brought by the government is not political in nature and has been brought for the economy and good governance based on the needs of the country. Ghimire mentioned that there is no reason to oppose the ordinance.

Preparations for amending the House of Representatives Rules

Kathmandu – The Parliament Secretariat has moved forward discussions with political parties with the preparation of forming a House of Representatives Rules Amendment Drafting Committee to amend the House of Representatives Rules.

It is said that the rules are being amended to end the tendency of bills registered in the Parliament to be held for a long time. The rules are being amended in an effort to make lawmaking and the process within the Parliament within a time limit.

In the discussion organized by Speaker Devraj Ghimire on Monday with the chief whips and whips of the five major parties, the issue of forming a Rules Amendment Drafting Committee was also discussed and it is understood that preparations are underway to announce the Rules Drafting Committee from the House of Representatives after taking a decision in the Business Advisory Committee meeting with political consensus.

The Parliament session is starting from Magh 18. The parties are preparing to form a Rules Amendment Drafting Committee immediately after the session begins.

The Congress and the UML have concluded that the regulations should be amended to set a three-month deadline for the creation of laws within the parliament, and a proposal is being put forward that the relevant thematic committee should finalize it within a maximum of 90 days when a new bill reaches a committee of the House of Representatives. If a bill is made to amend an act, the committee should finalize it within 60 days, otherwise the House of Representatives will automatically proceed with it without any obstacles.

The relevant thematic committee can request additional time with a satisfactory reason and the proposal requesting such time must be approved by the meeting of the House of Representatives itself.

Earlier, Prime Minister KP Sharma Oli had also said that it is inconvenient to work when bills are stuck in the parliament for a long time.

Opposition parties draw Speaker Ghimire’s attention to ordinance

Kathmandu: Speaker Devraj Ghimire has held discussions with the chief whips of the ruling and opposition parties on the conduct of the winter session of the parliament , which will begin on Magh 18.

On Sunday, he held discussions with the whips of both the ruling and opposition parties on how to bring in more business during the winter session and what kind of agenda can be put on the business and advisory committee.

Maoist Center Chief Whip Hitraj Pandey said that more MPs and ministers from the ruling party are absent than the opposition and suggested that more attention should be paid to the role of the ruling party to make the meeting effective.

Chief Whip Pandey said that it was wrong to bring an ordinance without withdrawing the bill that was in the parliamentary committee and drew the attention of the Speaker to the ordinance being brought by circumventing the parliament.

Chief whips of the opposition parties have suggested that the Parliament Secretariat should have also alerted the government about the ordinance and move forward by setting an agenda for the meeting of the Business and Consultative Committee.

Proposal for a three-month deadline for lawmaking

Kathmandu – Nepali Congress and CPN-UML have proposed a three-month deadline for parliamentary committees in lawmaking.

Since bills have been stuck in parliamentary committees for a long time, the task force formed by the Congress and the UML has proposed to break the trend and speed up lawmaking, and once a new bill reaches the House of Representatives committee, the concerned thematic committee should finalize it within a maximum of 90 days.

In order to set a deadline for lawmaking, the House of Representatives Rules, the National Assembly Rules, and the Joint Working Procedures of the Federal Parliament will have to be amended. It has been decided to discuss with the opposition parties to take forward the homework of amending the rules.

If a bill is made to amend an act, the committee should finalize it within 60 days, otherwise the House of Representatives will automatically proceed without any obstacles. The attempt is made to set a deadline in the rules so that the concerned thematic committee can request additional time with a satisfactory reason and the proposal to request such time must be approved by the House of Representatives meeting itself.

Submission of KP Oli’s claim for Prime Ministership

Kathmandu: The two largest parties in the House of Representatives, Nepali Congress and Nepal Communist Party (UML) have submitted their claims for the new Prime Minister. After President Ramchandra Paudel called to submit claims for the post of Prime Minister according to clause (2) of Article 76 of the Constitution of Nepal, two parties submitted their claims.

UML Chief Whip Mahesh Bartaula said that Congress President Sher Bahadur Deuba and UML President KP Sharma Oli submitted a claim to the President for the appointment of Oli as the Prime Minister with the signatures of the majority of members as party leaders.

After Prime Minister Pushpa Kamal Dahal did not receive a vote of confidence in the meeting of the House of Representatives today, President Paudel requested a claim to appoint a Prime minister from the members of the House of Representatives who can obtain a majority with the support of two or more parties represented in the House of Representatives in accordance with clause (2) of Article 76 of the Constitution of Nepal.

Kathmandu – Prime Minister Pushpa Kamal Dahal has proposed a directly elected executive system if the constitution is to be amended. He brought this proposal while submitting a motion of confidence in the House of Representatives.

He pointed out that efforts are being made to reverse the achievements of the constitution and said that he opposed it. ‘If it is about amending the constitution, let’s go to the directly elected executive.

Ordinance in the Parliament to remove the difficulties encountered

KATHMANDU – The government has presented an ordinance related to economic procedures and an order to remove difficulties in the meeting of the House of Representatives .

Finance Minister Dr Prakasharan Mahat presented the ‘Financial Procedures and Financial Accountability (First Amendment) Ordinance, 2080’ in the meeting. The ordinance includes provisions such as extending the time period for pre-discussion of the government’s policies and programs and budget.

Likewise, the Minister of Law, Justice and Parliamentary Affairs Dhanraj Gurung has submitted an order to remove the discomfort caused by the extension of two commissions related to transitional justice according to Section 42 of the Commission of Inquiry into Disappeared Persons, Truth and Reconciliation Act, 2071

Parliament session begins today

Kathmandu – The winter session of the Federal Parliament is starting today. Seven possible agendas have been set for the meeting of the House of Representatives, which is scheduled for 4 pm.

Election of National Assembly Speaker on March 12

Kathmandu- The election of the Speaker of the National Assembly will be held on March 12. The detailed schedule of the election prepared by the National Assembly Executive Committee will be announced on March 10.

The term of office of 20 MPs including Speaker Ganesh Prasad Timilsina of the 59-member National Assembly is expiring on the 3rd of March. 19 members have been elected from the election of National Assembly members held on January 25, while the President will nominate one member on the recommendation of the Council of Ministers.

In terms of numbers, the coalition government currently has a clear majority in the National Assembly . As per the coalition leaders, Nepali Congress leader Krishna Prasad Sitaula might be the candidate for the Speaker of the National Assembly on behalf of the coalition.

Report on National Assembly Elections to the President

Kathmandu- The Election Commission has submitted the report with the results of the National Assembly elections to the President Ramchandra Paudel.

Chief Election Commissioner of the Election Commission Dinesh Kumar Thapalia presented the report to President Paudel at a program held on Sunday at Rashtrapati Bhawan Sheetal Niwas.

According to Section 60 of the National Assembly Member Election Act, 2075, the report with the election results of the National Assembly Member Election, 2080 has been submitted to the President’s Office.

Elections were held in all the seven provinces for 19 seats.
The remaining 1 seat will be nominated by the President on the recommendation of the government.

Parliament session called by President Paudel

Kathmandu – President Ramchandra Paudel has called a session of both houses of the Federal Parliament. On the Recommendation of the Council of Ministers President Paudel has called a meeting of the House of Representatives and the National Assembly.

Spokesperson of the President’s Office, Shailaja Regmi Bhattarai, informed that President Paudel has called a meeting of the House of Representatives and the National Assembly to be held at 4 pm on 5th February.

Clause (1) of Article 93 of the Constitution provides that the President shall convene a session of the Parliament on the recommendation of the Council of Ministers.

Officials of the Federal Parliament demanding to increase the budget of the Parliament

KATHMANDU – With the conclusion that the budget of the federal parliament is insufficient, the officials of the federal parliament will demand to increase the budget of the parliament.

Speaker’s press adviser Shekhar Adhikari has said that preparations are being made to meet the Prime Minister Pushpa Kamal Dahal Prachanda and Finance Minister Prakash Sharan Mahat demanding to increase the budget of the Parliament.

According to Dashrath Dhamala, the Information Officer of the Parliament Secretariat, the government has only given Rs 1.22 Billion for the budget request of Rs 1.82 billion in the last financial year, and the parliament secretariat has estimated that one billion 87 million budget will be required for the next financial year.

National Assembly meeting postponed indefinitely

April 18, Kathmandu – The meeting of the National Assembly scheduled to be held on Tuesday afternoon at 2:31 PM has been postponed indefinitely.

The General Secretary of the Federal Parliament Secretariat, Bharatraj Gautam, has published a notice saying that the meeting has been adjourned until further notice.

Earlier, the meeting called for 30 Chaitra 2079 BS.was also postponed on the instructions of the President of the National Assembly, Timilsina.

Citizenship Bill In the Legislative Management Committee

A resolution has been filed in the National Assembly demanding complete removal of the time limit for filing a complaint for punishment for child sexual abuse. Nepali Congress MP Kamala Pant filed the resolution in the Parliament Secretariat on Friday with the support of all parties and independent MPs.

The proposal also calls for revision and reconsideration of the provision of time limit for filing a complaint in rape cases against other than children.

The resolution proposes to review the law as the incidence of sexual violence against children is on the rise in the society, due to fear, greed or various physical and mental conditions.
