Government’s decision to declare Madhesh Province a disaster-prone area

Kathmandu- The government has decided to declare Madhesh Province a disaster-prone area. The cabinet meeting held in Baluwatar decided to declare Madhesh Province a disaster-prone area after there was a shortage of drinking water and irrigation in 8 districts of Madhesh Province due to lack of rainfall even during the monsoon.

The cabinet took the decision on the proposal of Home Minister Ramesh Lekhak. The proposal was submitted to declare the area as a disaster-prone area as the districts of Madhesh Province have not been able to sufficiently replenish the ground water due to lack of rainfall and overexploitation has caused the drying up of underground water sources, which has led to an extreme shortage of drinking water for the general public, and the lack of water in rivers and canals has also affected the irrigation system.

The Madhesh Province government had decided to recommend to the federal government to declare the area a disaster-prone area on Tuesday. The Ministry of Home Affairs has stated that since the Madhesh Province government has also decided to declare a disaster-hit area for three months from the date of publication of the notice by publishing a notice in the Nepal Gazette, the Ministry of Home Affairs has stated that it is necessary to declare a disaster-hit area for three months from the date of publication of the notice.

The provincial government had recommended to the Government of Nepal to declare the entire Madhesh Province as a disaster-hit area due to drought in eight districts of the Madhesh Province.

Sub-section 2 (r) of Section 14 of the Disaster Risk Reduction and Management Act, 2074 BS, there is a provision to make a recommendation to the Government of Nepal if there is a situation where a disaster-hit area needs to be declared.

As the Government of Nepal has recommended for a decision to declare the entire Madhesh Province as a disaster-prone area, a proposal has been submitted to the Council of Ministers of the Government of Nepal for approval to declare the entire Madhesh Province as a disaster-prone area for three months from the date of publication of the notice in the Nepal Gazette.

Most private hospitals in Janakpur operating illegally

Janakpur- Most private hospitals in Janakpur have been found to be operating illegally. Most private hospitals from Mujelia to Bhramarpurachowk in Janakpurdham have been found to be operating illegally.

Following continuous complaints of serious negligence in treatment, Madhesh Chief Minister Satish Kumar Singh had monitored 20 hospitals in Janakpurdham on Saturday.

Similarly, the Chief Minister also visited Summer Hospital, Care Medical Center Pvt. Ltd., Nepal Apollo Hospital Pvt. Ltd., Shriram Hospital Pvt. Ltd., Nayana Hospital & Pvt. Ltd., Armaan Hospital Pvt. Ltd., andMihilal International Pvt. Ltd.

During the monitoring, Chief Minister Singh also visited Sahyog Hospital Pvt. Ltd., Janakpur Modern Hospital and Research Center Pvt. Ltd., Maa Gayatri Memorial Hospital Pvt. Ltd., Max Hospital and Research Center Pvt. Ltd., Swastika Healthcare Hospital Pvt. Ltd., Life Care and Research Center Pvt. Ltd. and Om Dirghayu Hospital Pvt. Ltd.

The Chief Minister directed the immediate closure of hospitals operating without permission from the federal, provincial and local governments as per the law. After it was found that most hospitals in Janakpurdham were operating without meeting the standards of manpower, physical infrastructure, equipment, cleanliness, etc., the Chief Minister directed the hospital operators to lock them by Sunday.

Chief Minister Singh has directed the operators of hospitals that have been operating illegally and have not met the criteria despite receiving approval to contact the government on Sunday with all documents. He has also warned hospitals that have received approval but not renewed, are in the approval process, and are operating without approval to operate their services only after obtaining legality.

Contempt case registered against Prabhu Sah at Rautahat District Court

Janakpur – A contempt case has been registered against Prabhu Sah, a member of the House of Representatives elected from Rautahat Constituency No. 3 and Aam Janata Party Chairman, at the Rautahat District Court.

Mayor of Boudhimai Municipality Pradeep Kumar Yadav has registered a case against him saying that he has insulted the judiciary system and the court. Earlier Shah wrote some ill statement on his facebook wall about the Rautahat district court judge.

Shah is also accused of threatening to kill mayor yadav in the court premises. Death of a prisoner in Jaleshwor Prison

Janakpur- A prisoner has died in Jaleshwor Prison in Mahottari. The death has been recorded for 56-year-old Jogendra Mahara of Bateshwor Rural Municipality-1, Dhanusha, who was in the prison.

Mahara, who was already taking medication, was admitted to the Jaleshwor Provincial Hospital at midnight after suffering from severe stomach pain and died at 2:30 am on Saturday during treatment, said Ashok Chhetri, head of the prison administration.

The District Court in Dhanusha had convicted him of an arson incident in a village field in 2038 BS and sentenced him to imprisonment. Since then, he had been on the list of fugitives and was arrested by the police two years ago and sent to prison to serve his sentence.

Eight Madhesh-centric parties in discussions to form a front

Kathmandu – As the issue of constitutional amendment is ongoing and the winter session of Parliament is about to begin on March 18, eight different Madhesh political parties are being active in forming a front to unite on the issue of constitutional amendment and are engaged in discussions.

The leaders of Ashok Rai-led JASAPA, Upendra Yadav-led JASAPA Nepal, CK Raut-led Janamat Party, Mahantha Thakur-led LOSAPA, Ranjita Shrestha-led Nagarik Unmukti, Rajendra Mahato-led Rastriya Mukti Party Nepal, Hridayash Tripathi-led Janata Pragatisheel Party and Brushesh Chandra Lal-led Terai Madhesh Loktantrik Party (Tamalopa) are holding discussions.

They said that discussions are underway on how to make the presence of Madhesh parties in Parliament and how to take forward the activities of the front.

Madhesh government withdraws language bill after widespread protests

Janakpur- After widespread protests, the Madhesh provincial government has withdrawn the bill 2081 made to make provisions for language.

Speaking in the provincial assembly on Friday, Education and Culture Minister Rani Sharma Tiwari proposed to withdraw the bill.

Minister Tiwari said that there was an error in the bill and that she felt that the Tharu language should also be included .

Earlier, while presenting the language bill proposal in the parliament on Wednesday, Minister Tiwari bypass the Tharu language and proposed the Hindi and English to be made the official working languages.

Proposal to keep Hindi and English as official languages ​​in Madhesh Province

Kathmandu- The Madhesh Province government has proposed to keep Hindi and English as official languages ​​in the Official Languages ​​Bill, 2081.

The bill presented by Education and Culture Minister Rani Kumari Sharma Tiwari on Wednesday proposes to make Maithili, Bhojpuri, Bajjika, Hindi and English as official languages ​​in addition to Nepali. However, Tharu, the mother tongue recommended by the Language Commission as the official language, has not been included in the bill.

The list of official languages ​​recommended by the Language Commission in Madhesh Province shows that Maithili is the top language spoken by 41.73 percent. It is followed by Bhojpuri by 18.81 percent, Bajjika by 18.44 percent, Nepali by 5.76 percent, Tharu by 4.17 percent, Urdu by 4.8 percent, Magahi by 3.52 percent, Tamang by 1.65 percent, Magar Dhut by 0.73 percent and Hindi by 0.23 percent. However, some MPs have also objected to the bill saying that the bill does not include Tharu, which is in the fifth place, and proposes to keep Hindi, which is in the last place, and English, which was not even included in the recommendation, as the official languages.

While recommending the official languages ​​to the provincial government, it was decided to recommend 2 languages ​​based on linguistic preference and 3 languages ​​based on more than 6 percent or majority, but the MPs of political parties are doing whatever they like,said Language Commission Chairman Gopal Thakur.

Ministers and MPs from the ruling party of Madhesh Province have also expressed their objection to the bill brought by the government and have warned that they will not allow the parliament to function if the Tharu language is not included in the bill.

39 local levels of Madhes did not submit budget details

39 local levels of Madhesh province have not submitted their budget details for the financial year 2079/80. According to the Ministry of Federal Affairs and General Administration, out of a total of 136 municipalities in Madhesh province, it has been found that the local level has not submitted the budget statement.

According to the ministry, among the local levels that have not entered the budget details so far, there are three in Province No. 1, four in Bagmati, 10 in Lumbini, three in Karnali and four in Far West Province. All municipalities of Gandaki province have entered the budget details.

Spokesperson and Joint Secretary of the Ministry Basant Adhikari informed that the local levels that have not entered the budget have been instructed through a circular to enter the budget details in the Ministry’s portal as soon as possible.

Resham Kandel, Chief Deputy Secretary of the Ministry’s Local Level Coordination Branch informed that 63 different local levels have not submitted budget details for the current year out of the 753 municipalities in the country.

According to the law, there is a provision in sub-section (6) of section 71 of the Local Government Operation Act 2074 that the town/village assembly must pass the budget for the next financial year by the end of the fiscal year.

Former Minister of State Dimple Kumari Jha passed away

Former Minister of State for Madhesh Pradesh and Member of Constituent Assembly Dimple Kumari Jha has passed away.

Jha died at her residence in Ranibari, Kathmandu this morning. She had been undergoing treatment at Bhaktapur Cancer Hospital for about a month and a half.Jha is the wife of Democratic Socialist Party (LSP) leader and former minister Anil Kumar Jha.

She was a member of the second Constituent Assembly. Former Minister of State for Physical Infrastructure of Madhesh Pradesh, Jha is currently a member of the State Assembly of Madhesh Pradesh.
