Home Minister orders CIB to resume Politically blocked cases

Kathmandu – Home Minister Om Prakash Aryal has directed the Central Investigation Bureau (CIB) of Nepal Police to move forward with all cases that had been stalled due to political influence.

During his inspection of the CIB office, Aryal instructed newly appointed CIB Chief AIG Manoj KC to ensure impartial investigations into major cases. He said resuming files blocked by political pressure would mark a “breakthrough.”

“Cases that were halted or disrupted because of political connections will no longer remain so,” Aryal stated. He emphasized that the government’s mandate is good governance, adding that peace and security cannot exist without it, and free and fair elections within six months would not be possible otherwise.

Nepal Police calls for applications for constable and assistant posts

Kathmandu- Nepal Police has opened applications for a large-scale recruitment drive to fill various positions.

According to a notice issued today by the Human Resource Development Department, Recruitment Selection Branch of Police Headquarters, applications are invited for around 1,600 posts.

Out of the total, 1,553 posts are for Police Constables, 11 for Office Assistants (barbers), 15 for Sweepers, and 15 for Sports Quota. These positions will be filled through an open competition under the inclusive recruitment system.

Eligible Nepali citizens can submit applications from Ashoj 19 to Kartik 28.

For the sports quota, only athletes specializing in football, volleyball, cricket, athletics, judo, karate, and taekwondo are eligible to apply, as stated in the notice.

AIG Dr. Manoj Kumar KC appointed as Chief of CIB

Kathmandu – The government has appointed Additional Inspector General (AIG) Dr. Manoj Kumar KC as the new chief of the Central Investigation Bureau (CIB) of Nepal Police.

Dr. KC, who was serving as head of the Provincial Coordination Department at the Nepal Police Headquarters, was given the new responsibility following a Cabinet decision on Sunday, according to Home Minister Om Prakash Aryal.

The post had remained vacant after former CIB chief Chandra Kuber Khapung was promoted to Inspector General of Police (IGP), with the previous government making no decision on the replacement.

KC was an investigating officer in the Bhutanese refugee scam.

1,276 Rifles and Pistols Looted: Nearly 100,000 Bullets Missing During “Gen-Z” Protests

Kathmandu — The “Gen-Z” protests, marked by police crackdowns and subsequent violence, led to widespread arson and vandalism targeting police posts across the country. Over two days of unrest, 74 people, including three police personnel, lost their lives, while around 200 others remain hospitalized.

An internal report prepared by Nepal Police revealed that 1,276 rifles and pistols were looted during the protests. In addition, 98,491 rounds of ammunition are unaccounted for. The report notes that a high-level investigation is necessary to determine how many of the missing rounds were used by police and how many were stolen.

The report also shows a shortfall of 1,315 rubber bullets, though police have not clarified how many were actually used. Official figures confirm that within two days, security forces fired 2,220 rounds into the air and launched 3,223 tear gas shells.

Nepal Police transfers 90 DSPs and 48 SPs

Kathmandu- 90 Deputy Superintendents of Police (DSPs) and 48 Superintendents of Police (SPs) of Nepal Police have been transferred simultaneously. Inspector General of Police Chandrakuber Khapung has made a massive transfer of SPs and DSPs following the Gen Z movement.

The transfers include various offices and districts, including the Kathmandu Valley Circle. In-charges have been changed in some districts, areas and circles.

Police Urge Public to Provide Evidence Against Arson and Looting During Gen Z Protests

Kathmandu – Nepal Police has called on the public to provide evidence to help take action against those involved in arson and looting during the recent Gen Z protests.

Requesting public support, police asked for photos, videos, and social media links related to incidents of arson, looting, and other activities that created fear among people in Kathmandu Valley and other parts of the country. Such evidence can be sent to the official police email address, [email protected]
. Police also assured that the identity of those providing information would remain confidential.

During the Gen Z demonstrations on September 8 and 9, public and private properties across the country were damaged, with reports of cash, jewelry, and goods being looted. This time, even police offices and barracks were attacked and set on fire, with weapons, uniforms, and even food items like rice and lentils looted, according to police.

Police added that they had identified and arrested most of those involved in violent activities from March 28 protest, and warned that similar legal action would be taken against those responsible for violence during the Gen Z protests.

Nepal Police urges return of seized weapons and equipment from recent protests

Kathmandu – Nepal Police has appealed to the public to return weapons, communication devices, vehicles, uniforms, and other items that were seized or found during the recent protests.

In a statement issued today, police requested that items looted during the demonstrations held between September 8 and September 10 be returned.

The police asked anyone in possession of such materials to hand them over to the nearest police or security office, the District Police Office, or contact Police Control at 100, the toll-free number 16600141516, or Nepal Police Headquarters at 9851293459.

The statement also urged the public not to misuse police uniforms taken during the protests and to provide any related information to the authorities.

Chandra Kuber Khapung appointed as Inspector General of Nepal Police

Kathmandu – AIG Khapung, former Chief of the Central Investigation Bureau (CIB) of the Police, has been appointed as the Inspector General of Nepal Police (IGP) as per the decision of the Council of Ministers of the Government of Nepal.

With this decision, Khapung will assume responsibility as the 32nd Inspector General of Nepal Police from Bhadra 18. Born in Tehrathum, Khapung joined the police service in 2052 BS.

55-year-old Khapung has previously held positions including Chief of Security to the Prime Minister, serving twice in the United Nations Mission in Haiti (UN), and Chief of Personnel Administration at the Police Headquarters.

He has received security-related training from Italy, Korea, Vietnam and China.

Ruling Party Pulls Back on Police Service Rule Amendments

Kathmandu – The ruling party has backed off from amending Nepal Police regulations to remove the 30-year service limit for officers, citing delays in obtaining consent from the Public Service Commission and concerns over potential court challenges.

Inspector General of Police (IGP) Deepak Thapa is set to retire in a week. Earlier, the government had prepared to remove the 30-year service provision under Rule 127 (g) of the Police Regulations 2071. However, according to a senior Home Ministry official, the process was not advanced as top leaders realized it might not succeed. Preparations for the amendment had started two weeks ago, but a lack of clarity from the government caused delays.

“The Police Regulations can only be amended with the opinion of the Ministry of Law and mandatory consent from the Public Service Commission. With no amendment, IGP Thapa and Additional IGPs Tek Prasad Tamang and Sudip Giri, among others, will retire on 18 Bhadra due to service limits.

In March 2014, the Supreme Court issued a directive against arbitrarily amending police service tenure through regulations, instructing that service and retirement matters be settled through legislation rather than regulations. Although the government presented the Nepal Police Bill in Parliament seven months ago, it has not yet been finalized. When the government attempted to amend regulations while the bill was still under discussion in the Parliamentary State Affairs and Good Governance Committee, it raised concerns.

The Police Bill, tabled on 15 Magh 2081, proposes removing the 30-year service limit, allowing retirement based solely on position tenure or age limit. Currently, the regulations stipulate a four-year term, 30-year service limit, or age 58 for the IGP, with retirement based on whichever comes first. Additional IGPs and DIGs have a 56-year age limit and five-year term, while SSPs and SPs have a 55-year age limit and six- and ten-year terms respectively. Critics argue that including service and term provisions in the regulations has made transfers, promotions, retirements, and career development in the police force non-transparent.

PM directs police to work without pressure

Kathmandu – Prime Minister KP Sharma Oli has directed the Nepal Police to conduct a fair investigation based on evidence and facts without any pressure.

Inaugurating ‘The Blue Pavilion’ built on the premises of the Nepal Police Club in Bhrikutimandap, Prime Minister Oli has directed them to move forward firmly in maintaining the rule of law and peace and security in the country.

‘You should act according to the expectations of the people. The people expect impartial and good behavior from the police. Therefore, you should work according to the constitution and law, keeping the interests of the country and the people at the center,’ he said. ‘Investigate any smugglers, corrupt people and fraudsters with confidence. Work more effectively by maintaining peace and order in the country and keeping in mind national interests and unity.’

At the program, Prime Minister Oli released the History of Nepal Police Part-2 and honored the officers, technicians, and builders who contributed to the construction of the building.

Changes in Police Bill: Pension at 16 years, IGP’s age limit at 60

Kathmandu- The Ministry of Home Affairs has made extensive changes to the Police Bill registered in Parliament. The Police Bill, which includes a provision to provide pension to lower-level police officers at 16 years, removing the 30-year service requirement, has been registered in Parliament. Similarly, the bill has reduced the marks given by the promotion committee and increased the marks for performance evaluation and seniority.

As per the demand of lower-level police employees, it is mentioned that ASI, SI and senior SI will get monthly pension for life after completing 18 years of service and senior constables and police officers below that will get the pension after16 years of service. However, Section 57 of the bill states that pension will be provided only after completing 20 years of service from the date of appointment to the service.

Similarly, the bill proposes to increase the retirement age of Inspector General of Police to 60 years, Additional Inspector General of Police and Deputy Inspector General of Police to 59 years, Senior Superintendent of Police and Superintendent of Police to 58 years, Deputy Superintendent of Police and Police Inspector to 57 years, Senior Deputy Inspector of Police, Deputy Inspector of Police and Police Assistant Inspector to 54 years, Senior Constable of Police, Police Constable, Police Assistant Constable and Police Constable to 51 years and Police Attendant to 55 years.

Similarly, under the provision of tenure, IGP and AIG have been given three years, DIG has five years, SSP has eight years and SP has ten years, while the tenure limit has not been specified for other posts.

Similarly, the bill has increased the marks given by the promotion committee by reducing the marks for performance evaluation and seniority.

Earlier, there was a provision that the promotion committee could give a maximum of 7.5 marks out of a hundred whole marks in promotion. It has been reduced to 3 points. The police have proposed that the score be reduced on the grounds that there was manipulation in the promotion as the promotion committee has too much discretionary power. Similarly, the performance evaluation has been given 50 out of 100 marks. Earlier, it was mentioned that a maximum of 40 marks could be given for performance. While there were 22 marks for seniority, it has been increased to 27. The score for educational qualification has been reduced. Previously, there were 10 marks, now 5 marks are given to non-gazetted employees and 7 marks are given to gazetted employees. The score for training has also been changed, and instead of 7.5 marks, 10 marks are given to non-gazetted employees and 5 marks are given to gazetted employees. The 8 marks for experience working in a geographical area have been removed, while the 5 marks for challenging or special responsibilities have been retained.

18 SSPs of Nepal Police transferred

Kathmandu – The Nepal Police Headquarters has announced that 18 Senior Superintendents of Police (SSPs) have been transferred.

According to the office, the SSPs of the District Police Range, Kathmandu and the Kathmandu Valley Crime Investigation Office have also been changed. Bishwa Adhikari has been brought to the range, while Ramesh Kumar Basnet has been brought to the Crime Investigation Office. Binod Ghimire has been brought to the Kathmandu Valley Traffic Police Office.

DIG Kadayat and KC recommended for promotion to AIG

Kathmandu- Deputy Inspector General of Police (DIG) Kuber Kadayat and Rabindra KC have been recommended for promotion to Additional Inspector General (AIG) of Nepal Police.

The names of Kadayat and KC were recommended by the Promotion Committee meeting . It is said that the recommendation was made in accordance with Sub-rule (4) of Rule 27 of the Police Regulations, 2071 BS.

Kadayat, who has been recommended for promotion, is working at the Secretariat of the Inspector General of Police, Naxal, and KC is working at the Directorate of Investigation, Planning and Development, Naxal, at the Nepal Police Headquarters.

Resolution of the police adjustment dispute in the final stage

Kathmandu: The resolution of the police adjustment dispute has reached its final stage. The issue of police adjustment has been advanced so that the command of the state police will be done by the DIG.

The Ministry of Home Affairs has prepared to start the police adjustment work within a month. Deputy Prime Minister and Home Minister Narayankaji Shrestha held a discussion between the provincial home ministers and representatives of the police organization to resolve the police adjustment dispute.

The spokesperson of the Ministry of Home Affairs, Narayan Prasad Bhattarai, has said that along with the process of creating the Federal Police Act, the adjustment work has also started. He said that the Police Adjustment Act has already come and the Federal Police Act has also been drafted. According to him, the Ministry of Home Affairs is going to move forward with the Federal Police Act and the adjustment work. The Ministry of Home Affairs is preparing to amend the controversial law and start the adjustment process simultaneously.

Nepal Police and Provincial Police Operations Supervision, Coordination Act-2076 and Police Personnel Adjustment Act-076 have been prepared. The demand of the provincial government is that the police should be adjusted according to this law. Even after 4 years of enactment of the Act, the provincial government, the Ministry of Internal Affairs and the Ministry of Home Affairs have been dissatisfied saying that the police have not been adjusted.

The province demands that the police should be adjusted and that the police should be under the provincial government. In the discussion held at the Ministry of Home Affairs , the Ministers of Internal Affairs and Law of the Province suggested that the Chief District Officer should also be included in the structure of the Province. Four different issues were discussed in the meeting of the Home Affairs Committee chaired by Home Minister Shrestha.

Home spokesperson Bhattarai says, “Police posts in central and state government is a matter that was decided 4 years ago. Out of 79 thousand 541 posts of Nepal Police, 54 thousand 720 will be adjusted under the provincial police. 24 thousand 821 people will stay in the center. Based on the old decision made by the government, one DIG and three SSPs will be posted in each province. The command of the state police will be handled by the DIG.

According to Nepal Police spokesperson Bhim Prasad Dhakal, there will be two posts of SSP in the provincial police office and one in the provincial training center. There will be 7 DIGs, 21 SSPs, 69 SPs and 181 DSPs under the province. Similarly, the posts of 732 inspectors will be under the provincial government. There will be 3926 technical police in the state government.

Three-member investigation committee formed to further investigate the incident of assault with TIA immigration officials

KATHMANDU – The Ministry of Home Affairs has formed a three-member investigation committee to further investigate the matter of the assault of the immigration officers by the police assigned to provide security at the Tribhuvan International Airport.

The Ministry of Home Affairs has formed a three-member inquiry committee under the coordination of Joint Secretary Thaneshwar Gautam. New IGP of Nepal Police: Basant Bahadur Kunwar

Kathmandu, March 24: The government has appointed Basant Bahadur Kunwar as the new Inspector General (IG) of Nepal Police.

The Cabinet meeting held on Friday decided to appoint Basant Bahadur Kunwar as IG. Kunwar has been appointed as the new IGP as Dhiraj Pratap Singh is on compulsory retirement from today.

Kunwar, Tekprasad Rai, Deepak Thapa, Shyamalal Gyawali, and Kiran Bajracharya are senior police officers who were recently promoted from DIG to AIG. All these were contenders for the post of Inspector General of Nepal Police. But the meeting of the Council of Ministers held on Friday appointed Kunwar, who is the first among the five AIGs who were recently promoted from DIG, as the Inspector General of Nepal Police.

Home Minister’s PSO arrested on charges of setting up gold smuggling

Home Minister Balkrishna Khan’s PSO (Personal Security Officer) Senior Deputy Inspector Tank Karki has been dragged to the police headquarters for investigation after allegations of setting up gold smuggling.

The police head office has informed that he has been removed from responsibility and an investigation has been started and if the truth is found, action will be taken accordingly.

The inspectorate under the direct supervision of the Inspector General of Police has formed a committee and proceeded with the investigation.

It is alleged that Karki arranges the delivery of smuggled gold from Dubai to the destination and he takes money for this.

Recommendation for promotion of 34 Inspectors of Nepal Policet to DSP

The meeting held on Monday of the Promotion Committee of the Police Head Office has recommended the promotion of 34 Police Inspectors (Inspectors) to Deputy Superintendents of Police (DSP) of Nepal Police.

No decision has been made to buy weapons: PM Deuba

Prime Minister Sher Bahadur Deuba has said that the government has no plans to buy weapons for the police.

Deuba said this while answering the questions raised by the leaders at the meeting of the Congress Central Working Committee held in Sanepa on Thursday.

Congress leaders has suggested Deuba ,that it would not be right to buy arms when the country is facing an economic crisis.

Recommendation for promotion of 32 SPs of Nepal Police to SSP

The Home Ministry has recommended 32 Superintendents of Police (SPs) for promotion to Senior Superintendents of Police (SSP).

Pursuant to sub-rule 4 of rule 27 of the Police Rules 2071, the promotion committee meeting held today has recommended to promote 32 Superintendents of Police to the rank of Senior Superintendent of Police from the same group.

Hearing on IGP appointment dispute been postponed

The hearing on IGP appointment dispute has been postponed by the supreme court today.

The case against Inspector General of Police (IGP) promotion was scheduled to be heard in a joint sitting of Justices Bishwabhar Prasad Shrestha and Dr. Kumar Chudal in the Supreme Court today. Though a hearing has been scheduled, the Supreme Court has adjourned the hearing in the case of three DIGs Ishwar Babu Karki, Ghanshyam Aryal and Prakash Jung Karki saying that the time limit has not been met.

DIG Bishwaraj Pokharel had filed the writ petition after the government decided to appoint Dhiraj Pratap Singh as IGP. In the writ petition, Pokhrel has demanded to be IGP. AIG Pokharel had filed a writ petition at the apex court alleging that the government had promoted IG by violating seniority .

2 million financial assistance to the family of security personnel who dies on election duty

The government has decided to provide financial assistance of Rs 2 million to the families of security personnel those who die while on election duty.

The cabinet meeting held on Sunday morning decided to provide Rs 2 million financial assistance to the families of the security personnel, including temporary police personnel, on the proposal of the Home Ministry.

The meeting also decided that the government will bear the expenses incurred for the treatment of the security personnel injured during the election. The meeting has also decided to provide allowance to the temporary police personnel deployed in the Himalayan district as per the normal police officer.

Rank insignia given to newly appointed IGP of Nepal Police and APF

The Ministry of Home Affairs has given rank insignia to newly appointed Inspector General of Nepal Police Dheeraj Pratap Singh and Inspector General of Armed Police Force Raju Aryal. On Monday morning at Singha Durbar, Home Secretary Teknarayan Pandey presented the rank insignia to the newly appointed IGPs Singh and Aryal.

The government has promoted Dheeraj Pratap Sing and Raju Aryal to Inspector General of Police after Shailesh Thapa Chhetri and Pushparam KC to the post of Inspector General of Police went on compulsory leave from midnight on Sunday due to 30 years of service.

Home Minister Khan gave farewell to Chhetri and KC, who have gone on compulsory leave due to their age limit of 30 years. Due to the age limit, KC retired in less than three weeks.

Though Bishwaraj Pokharel was ahead in the list of priorities, the Congress led by KP Sharma Oli had put Singh in the role of IGP by giving him a single promotion. Government preparing for appointment of IGP of Nepal Police and APF

The government has started preparations for the appointment of a new Inspector General after Inspector General of Nepal Police Shailesh Thapa Chhetri and Inspector General of the Armed Police Force Pushparam KC are going on compulsory leave from today.

A meeting of the Council of Ministers has also been convened for 11 a.m. today to discuss the appointment of Inspector General of Nepal Police and Armed Police. Prior to the meeting, Prime Minister Deuba had met the e Home Minister and other top leaders of the alliance at his residence in Baluwatar.

Raju Aryal, who was earlier promoted to AIG by the cabinet meeting on behalf of the Armed Police Force, is the sole claimant while Bishwaraj Pokharel, Sahakul Bahadur Thapa, Dhiraj Pratap Singh and Rabindra Bahadur Dhanuk are the claimants on behalf of the Nepal Police.

Total of 11.9 million ballot papers printed for 53 districts

The Election Commission has informed that 11.9 million ballot papers have been printed for the local level election.

The commission said that the number of ballot papers has been printed for 53 districts till today. The Election Commission is printing ballot papers at Janak Education Materials Center.

The commission is preparing to print 19.4 million ballot papers for the local elections. This time the number of voters at the local level is 17.7 million 33 thousand 723.

Initially, ballot papers are being printed for remote districts and later for accessible districts. The ballot papers printed for the inaccessible have to be transported at the beginning with security, the commission said.

Pushparam KC appointed as the Inspector General of Armed Police

The government has appointed Pushparam KC as the Inspector General of Armed Police Force.

After Shailendra Khanal retired on Monday, the cabinet meeting appointed KC as IGP.

KC will lead the Armed Police Force till May 1. He will be on leave due to 19 to 30 years of service provision. There is a provision in the Armed Police Regulations that the tenure of DIG and AIG can be extended by one year if the government so desires.

President’s approval to mobilize army in local level election

President Vidyadevi Bhandari has given approval to mobilize Nepal Army for the upcoming local level election security. Elections are being held in one phase all over the country .

In a statement issued today , Sagar Acharya, spokesperson of the President’s Office, said that Prime Minister Sher Bahadur Deuba had recommended to President Bhandari for the approval to mobilize the army for the election. In order to conduct the election in a free, fair and fearless environment, a meeting of the Central Security Committee chaired by Home Minister Bal Krishna Khand passed the ‘Local Level Election Integrated Security Plan-2078’ with the deployment of Army, Police, Armed Police force, National Investigation Department and temporary police. Accordingly, a blueprint has been drawn up for the integrated and coordinated operation of the security agencies.

Following the decision of the Security Committee meeting, the National Security Council meeting had recommended to the Council of Ministers to mobilize the army . Following the same decision, Prime Minister Deuba had recommended to President Bhandari for approval of the mobilization of the army for election security purposes with the approval of the Council of Ministers.

With the approval of President Bhandari to mobilize the army, the way has been opened for the deployment of the army for security at 753 local levels.

Tight Security in the districts bordering India amidst local elections

Aiming at the upcoming local elections, Nepal Police has tightened security in the districts bordering India.

According to Central Police Spokesperson and Senior Superintendent of Nepal Police Bishnu Kumar KC, special attention will be made to increase the surveillance especially in the border areas and tighten the security check on the people entering the border. Similarly, 48 hours before the election, the border checkpoints will be sealed after discussions between the concerned parties.

Meanwhile, Chief of the District Police Office, Parsa and Superintendent of Police Ramesh Basnet said that the security has been tightened at all the border places in urban and rural areas by mobilizing the units under the District Police Office.He said that adequate arrangements will be made to strengthen the security arrangements to control all kinds of criminal activities .

Show cause order issued on AIG promotion decision

The Supreme Court has refused to grant an interim order in a writ petition filed against the government’s decision to promote three persons to the post of Additional Inspector General of Police (AIG).

A single bench of Justice Kumar Chudal, after a preliminary hearing on the writ petition on Tuesday, has asked the government the reasons. This decision of the Supreme Court is not final. For the time being, the writ petitioner has refused to issue an interim order not to implement the government’s decision.

The apex court has summoned both the parties for discussion on the interim order seeking written reasons within 15 days of the promotion of the junior. After hearing both sides, the Supreme Court will decide whether to issue an interim order or not.

A writ petition was filed in the Supreme Court last Thursday, the same day the government decided of promotion.

The cabinet meeting had decided to promote three Deputy Inspector Generals of Police Dhiraj Pratap Singh, Vasant Kumar Pant and Rabindra Bahadur Dhanuk to the post of Additional Inspector General. A writ petition was filed in the apex court seeking an interim order saying that the decision of the government to promote the junior instead of the senior was wrong.

DIG Ishwar Babu Karki and Prakash Jung Karki have filed separate writ petitions in the Supreme Court against the decision.
